And in a sly dig, he even insisted the England midfielder’s agent would be wasting his time talking to other potentially interested clubs.
Mourinho said: “What do I have to say to stop with this talk? I told already. He’s going nowhere. What more do you want me to say?
“He played the last matches. He didn’t play one when it was a decision to play with other players who are not basically playing many minutes.
“Tomorrow he is selected again. And if somebody is speaking with other clubs, my advice is – don’t lose your time. Don’t lose your time because he is going nowhere.”
Winks was not in Spurs squad for the FA Cup win over Marine Mourinho instead gave Gedson Fernandes a rare start.
But the Tottenham boss admits his loan move from Benfica could still be cancelled this month due to a lack of playing time.

The 22-year-old has not played in the Premier League this season, and Spurs currently have no plans to activate the £40m option to make his loan move permanent.
