The Saudi-backed buy-out wants to make a major buy early on in their reign and the former Liverpool star fits the bill.
The Kingdom also wants to install the Argentine coach on a £19million-a-year deal.
The former Spurs boss came close to signing Coutinho from Barcelona last summer before he was fired by Tottenham.
According to Spanish outlet Mundo Deportivo, the Barcelona talisman would head back to the Prem to kick-start the Toon revolution.
But that would only be if 48-year-old Pochettino takes over.
The Brazilian playmaker looks set to leave Camp Nou this summer after spending this season on loan with Bayern Munich.
Coutinho's agent said last month that his client “would love” a return to the Premier League.
Chelsea have also been interested in a move for the 27-year-old.

However, Frank Lampard’s side will not meet Barca's £87m asking price for the South American and that could open the door for Newcastle.
